About NCCS TSTL Designation
The Mandatory Testing and Certification of Telecom Equipment (MTCTE) scheme was introduced in 2019 by the Telecommunication Engineering Centre (TEC) under the Department of Telecommunications (DoT) to certify telecom equipment against defined Essential Requirements (ERs).
Building on this framework, the DoT introduced a mandatory security testing and certification initiative known as the Communication Security Certification Scheme (ComSec). The National Centre for Communication Security (NCCS), a specialized center under the DoT, is responsible for the implementation and oversight of the ComSec scheme.
Under the ComSec framework, a wide range of telecom equipment intended to be sold, imported, deployed, or connected to Indian telecom networks must undergo security testing and certification for elements where ITSAR (Indian Telecom Security Assurance Requirements) are defined and in force. Compliance is mandatory for all Original Equipment Manufacturers (OEMs), importers, and dealers operating in the Indian market.
The NCCS Telecom Security Testing Laboratory (TSTL) designation is a prestigious recognition awarded to laboratories that demonstrate proven expertise in telecom security testing and strict adherence to regulatory and technical standards. Laboratories designated as TSTLs are required to maintain accreditation from recognized Indian accreditation bodies, such as NABL, ensuring consistent quality, competence, and reliability in security testing services.
